Advocacy and Representation: Building an Equitable Future for PLHIV in Myanmar

The Myanmar Positive Group (MPG) has remained at the forefront of advocacy efforts to promote the rights, dignity, and health of people living with HIV (PLHIV) and key populations (KPs). As the largest PLHIV and KP-led community network in Myanmar, MPG embodies a vision of an equitable, humanitarian, and self-reliant society for all. Established in 2005, the organization has evolved into a trusted voice advocating for policy reforms, stigma reduction, and access to quality healthcare services for the country’s most vulnerable populations.

Advocacy for Policy Reforms and Social Equity

MPG has played a key role in representing PLHIV and KP communities at national and regional platforms. Through its active involvement in the National AIDS Programme (NAP) and collaboration with various technical working groups, MPG ensures that the voices of marginalized populations are integrated into HIV response strategies. The organization has led evidence-based advocacy campaigns, drawing on data from community feedback mechanisms (CFM) to highlight the challenges faced by PLHIV and KPs. These efforts have driven initiatives aimed at reducing legal and societal barriers, including addressing discriminatory practices against female sex workers, men who have sex with men, transgender individuals, and people who inject drugs.

Empowering Communities Through Representation

MPG’s advocacy extends beyond policy reforms, empowering communities to take charge of their health and rights. By fostering partnerships with local and international organizations, MPG strengthens the capacity of self-help groups (SHGs) and community networks. Over 165 SHGs representing more than 11,000 core members operate across 120 townships, ensuring grassroots-level advocacy and meaningful community engagement. The organization’s leadership has been instrumental in advancing the U=U (Undetectable = Untransmittable) message, fostering awareness campaigns, and promoting workplace inclusivity for PLHIV.

Advancing Stigma Reduction Efforts

MPG’s advocacy strategies also focus on eliminating stigma and discrimination in healthcare settings and the broader society. Through coordinated campaigns like Zero Discrimination Day, World AIDS Day, and other public events, MPG amplifies the importance of inclusivity and human rights. The organization utilizes innovative approaches such as storytelling, social media outreach, and community-led surveys to challenge discriminatory norms and foster understanding between PLHIV and healthcare providers.

Representation on the Global Stage

Recognized as a leader in community-driven advocacy, MPG has established itself as a key partner for global health initiatives. Collaborations with UNAIDS, Global Fund, and other international organizations have amplified the group’s ability to influence decision-making processes and secure critical resources for PLHIV and KPs. MPG’s work has been featured in international forums, showcasing its commitment to advancing the Sustainable Development Goals (SDGs) and ensuring that no one is left behind.

A Commitment to Lasting Change

MPG’s advocacy efforts are rooted in resilience and unwavering dedication. In the face of political instability, armed conflict, and public health crises, MPG continues to adapt and respond to the needs of PLHIV and KPs. By prioritizing community leadership, policy advocacy, and capacity building, MPG ensures that the rights and well-being of its communities remain at the heart of Myanmar’s HIV response.

Through its advocacy and representation, MPG not only defends the rights of PLHIV but also envisions a future where every individual can live with dignity, equality, and hope.
